<p>CALIFORNIA &ndash; The California Wing received an overall grade of &ldquo;Outstanding&rdquo; &ndash; the highest of five possible grades &ndash; as well as individual grades of &ldquo;Highly Successful&rdquo; in all but four of 13 areas over the weekend in its biannual operations evaluation, held to ensure that Civil Air Patrol wings meet the operational requirements set forth by the U.S. Air Force.</p>
<p>The wing also received an&nbsp;&ldquo;Outstanding&rdquo; for&nbsp;Incident Command, Operations, Planning and Air Operations by the Air Force and civilian evaluators, wlho developed&nbsp;a homeland security, disaster relief and search and rescue scenario that allowed them to fully gauge the wing&rsquo;s mission readiness.&nbsp;</p>
<p>For a week, wing members and aircraft participated in a mission scenario involving a terrorist attack that required working in conjunction with state and federal agencies as well as with the Nevada Wing, which was being separately evaluated.</p>
<p>&ldquo;It&rsquo;s always a pleasure to see the California Wing in action, and they have performed admirably during this graded exercise,&rdquo; said Lt. Col. Rich Parrotte, Pacific Liaison Region commander for the Air Force.&nbsp;<br />

&ldquo;I am extremely proud of the hard work of the wing operations team,&rdquo; said Col. Jon Stokes, wing commander. &ldquo;The preparation for this evaluation and the work done this past week by Incident Commander Capt. Tolga Tarhan and his team was of the absolute highest caliber and was some of the best work ever done by the wing.&rdquo;&nbsp; <br />
&nbsp;&nbsp; <br />
During the exercise, the Air Force Rescue Coordination Center activated the wing for an electronic locator transmitter detected by a CAP aircraft participating in the exercise.&nbsp; A ground team was diverted from the exercise and quickly located and secured the transmitter at a local airport.&nbsp;</p>
<p>&ldquo;Real-world needs trump the exercise, and our operations personnel easily shifted their focus to the possible emergency,&rdquo; said Tarhan, the wing&rsquo;s assistant director of emergency services.&nbsp; &ldquo;While most ELTs are not actual emergencies, we prosecute them all as if they are. We do not treat them otherwise until the transmitter has been secured.&rdquo;<br />

<p>HAWAII &ndash; Lt. Col. William Neil Rapozo, a 50-year member of the Kauai Composite Squadron, has been recognized as the 2013 Outstanding Male Older American by Kauai County.<br />
<br />
Recognizing Rapozo were Kauai Mayor Bernard Carvalho and Hawaii Gov. Neil Abercrombie at a Kauai&rsquo;s Older American Recognition Ceremony, conducted by the mayor's office and the county's Agency on Elderly Affairs in connection with Older Americans Month.<br />
<br />
Rapozo, the squadron&rsquo;s emergency services officer and historian, was recognized for his life of service and leadership in the community. He has served as a mission pilot and crew member in CAP emergency missions and volunteered countless hours serving the community.<br />

<p>PENNSYLVANIA &ndash; A record 16 members completed the recent Inspector General&nbsp;&nbsp;Senior Level Training Course, the academic requirement for the Senior Inspector General specialty track rating, at Pennsylvania Wing Headquarters in Fort Indiantown Gap.</p>
<p>Civil Air Patrol&rsquo;s Inspector General System is designed, in part, to create an independent and objective system that</p>
<ul>
    <li>Promptly and objectively resolves problems affecting CAP&rsquo;s mission.<br />
    &nbsp;</li>
    <li>Creates an atmosphere of trust in which issues can be objectively and fully resolved without retaliation or fear of reprisal.<br />
    &nbsp;</li>
    <li>Ensures the existence of responsive complaint and inspection programs characterized by objectivity, integrity and impartiality.<br />
    &nbsp;</li>
    <li>Ensures that members&rsquo; concerns and CAP&rsquo;s best interests are addressed through objective fact-finding.<br />
    &nbsp;</li>
    <li>Educates members and commanders regarding the privileges of and protection for those contacting an inspector general.<br />
    &nbsp;</li>
    <li>Ensures inspectors general, inspector general staff members and investigating officers are trained to conduct thorough, unbiased investigations and inspections based on fair and objective fact-finding.</li>

<p>NEBRASKA &ndash; A pair of Omaha educators recently gained a new perspective on the subject they teach, courtesy of Civil Air Patrol&rsquo;s Teacher Orientation Program and Maj. Tom Pflug, the Omaha Composite Squadron&rsquo;s aerospace education officer.<br />
<br />
Pflug provided LeeAnn Vaughan and Deanna Moisset with an orientation flight as part of&nbsp;the TOP Flights program, designed to provide educators with a hands-on flight experience that will enhance their classroom presentations on aerospace education.<br />
<br />
Moisset and Vaughan lead the Aviation Mini-Magnet/Flight Academy at Harry A. Burke High School. Vaughan is the lead educator in the Mini-Magnet program, while Moisset is the curriculum specialist. Both are CAP aerospace education members and are exploring the feasibility of forming a CAP squadron in support of the school&rsquo;s flight academy.&nbsp; <br />

<div>NEW YORK &ndash; Consistent hard work by cadets and officers in the LeRoy R. Grumman Cadet Squadron, which was named Long Island Group Squadron of the Year twice in the last three years and New York Wing Squadron of the Year last year, paid off this year with the highest honor yet &ndash; recognition as the wing&rsquo;s 2013 Squadron of Merit recipient.</div>

<div>National Headquarters annually honors one cadet or composite squadron per wing with as the Squadron of Merit.&nbsp;</div>

<div>&ldquo;I am very humbled right now and extremely proud of the cadets and seniors of the Grumman squadron,&rdquo; the unit&rsquo;s commander, Maj James Ridley Sr., said after learning of the honor. &ldquo;It was their work that made this possible, and I am grateful.&rdquo;&nbsp;</div>

<div>When the squadron held its first meeting May 7 after the wing conference, Lt. Col. Michael Mooney, Long Island Group commander, was in attendance to present the entire squadron with the award and the accompanying streaming. &nbsp;</div>

Moonely also assisted&nbsp;Maj. Ridley in promoting several cadets and one officer, most prominently Cadet Col. Carissa, whose new rank reflects her achievement of&nbsp;the Gen. Carl A. Spaatz Award&nbsp;&ndash; Civil Air Patrol's top cadet honor, earned by&nbsp;less than one-half of 1 percent of all&nbsp;cadets&nbsp;&ndash;&nbsp;on March 30.<br />

<div>MARYLAND &ndash; Twenty-two Glenn L. Martin Composite Squadron members gained a new appreciation for aerospace and aviation with a visit April 27 to the National Air and Space Museum&rsquo;s Steven F. Udvar-Hazy Center in Chantilly, Va.&nbsp;</div>
<div>&nbsp;</div>
<div>The visitors, who toured the museum as part of Civil Air Patrol&rsquo;s Aerospace Education Excellence Award program, had the opportunity to see military and general aviation aircraft, rockets and space vehicles on display.</div>
<div>&nbsp;</div>
<div>The Space Shuttle Discovery, retired in 2011 after 39 successful missions over 27 years, is the museum&rsquo;s main attraction. Other particularly noteworthy displays are a Boeing 707 and an Air France Concorde supersonic jet.&nbsp;</div>
<div>&nbsp;</div>
<div>The squadron members also watched aerospace-related IMAX movies. One, <a href="http://www.imdb.com/title/tt1535421">Air Racers 3D</a>, told the story of World War II aircraft rebuilt for use in the Reno Air Races.</div>
<div>&nbsp;</div>
<div>Visiting the museum is part of the Civil Air Patrol Aerospace Education Excellence Award program.</div>

<div>MICHIGAN &ndash; Seven members of the Van Dyke Cadet Squadron&rsquo;s ground team participated in a joint agency exercise Saturday at Stony Creek Metropark, working through a scenario involving several missing trail marathon runners possibly injured during severe weather.&nbsp;</div>

<div>Macomb County Emergency Management provided Radio Amateur Civil Emergency Service communicators for the Van Dyke squadron&rsquo;s ground team and the Warren Community Emergency Response Team. The members were tasked with performing hasty searches and line searches for missing runners and their children.&nbsp;</div>

<div>Once the missing were located with assistance from a Macomb County Sheriff&rsquo;s Office hovering overhead, the teams assessed the injuries and reported back through the RACES radio net to dispatch appropriate emergency personnel.&nbsp;</div>]]></description>

<div>OKLAHOMA &ndash; Seventeen Boy Scouts from the Lawton area completed their Aviation Merit Badges with the Comanche-Eagles Composite Squadron&rsquo;s help. &nbsp;</div>

<div>A merit badge fair sponsored by the squadron and LaSill Aviation at Lawton-Fort Sill Regional Airport tested the Scouts on aviation knowledge, ability to carry out a preflight inspection on a typical general aviation aircraft, ability to construct a flyable aircraft model, aviation careers and aviation&rsquo;s impact on modern society. &nbsp;&nbsp;</div>
<div>&nbsp;</div>
<div>&ldquo;This is a good example of two similar programs working together for a common good,&rdquo; said Lt. Col. Michael Glowaski, Comanche-Eagles deputy commander for cadets and a former Eagle Scout.&nbsp;</div>

&ldquo;Both programs develop our future leaders, and our use of cadet officers as trainers and testers was just another step in their development.&rdquo;</div>

<div>The fair was the second that the squadron has conducted as an external aviation activity.&nbsp;</div>

<div>CALIFORNIA &ndash; When Oceanside Municipal Airport decided to change its name to honor a local Tuskegee Airman and aviation pioneer, the late Bob Maxwell, officials began planning a ceremony that would introduce the new name to the community and also celebrate Maxwell&rsquo;s contributions.<br />
&nbsp;</div>
<div>The planners knew they would need help ,and they also knew who they could call &ndash; Skyhawk Composite Squadron 47. Squadron members were eager to help, and under the direction of 2nd Lt. Jessi Puffenberger, project officer as well as the unit&rsquo;s aerospace eduction officer, they stepped up and did everything they could.</div>
<div>&nbsp;</div>
<div>Squadron 47 officers and cadets arrived early on a bright and breezy spring day and began to set up for an anticipated crowd of &nbsp;about 100 people, including Oceanside city officials, friends of Maxwell&rsquo;s, aircraft enthusiasts and local media. The squadron members helped with parking arrangements, chairs for the audience, and communications across the airport.&nbsp;</div>
<div>&nbsp;</div>
<div>When the crowd began arriving, the squadron members were there to greet them, show them where to park and make sure they found a seat. They also helped distribute water to members of the public as they awaited the unveiling of the monument and plaque marking the name change, to Bob Maxwell Memorial Airfield. &nbsp;</div>
<div>&nbsp;</div>
<div>Maxwell died in August 2010 at age 88. When critics campaigned to close the airport and redevelop the property, he helped organize efforts to keep it open.</div>

<p class="MsoNormal">ARIZONA &ndash; Members of Sky Harbor Composite Squadron 301 were on hand April 1 to represent Civil Air Patrol at the Arizona Science and Engineering Fair in Phoenix, as some 1,200 middle and school students from across the state gathered to present science and engineering projects for evaluation.</p>
<p class="MsoNormal">Participants also have the opportunity to meet representatives of national organizations. Event sponsors this year included Intel Corp., Honeywell, Arizona State University and the Arizona Technology Council.</p>
<p class="MsoNormal">The Sky Harbor squadron was asked to provide a Civil Air Patrol information booth. Cadets and officers staffing the booth spoke to visitors about aerospace education and other opportunities available through participation in the organization.<br />
<br />
The event&rsquo;s director asked the squadron to return next year as well.</p>

<div>WISCONSIN &ndash; The La Crosse River Marsh is a home to abundant wildlife, serves as a critical wetland that prevents flooding and provides local residents with a variety of recreational opportunities. &nbsp;</div>

<div>For some, however, it&rsquo;s also a place to dump garbage and refuse, a situation that prompted 21 members of the La Crosse Composite Squadron to join forces with WisCorps staff and volunteers and help clean up a portion of the marsh over the Earth Day weekend.</div>
<div>&nbsp;</div>
<div>Working in teams, the Civil Air Patrol members spread out and covered difficult-to access-areas that hadn&rsquo;t been cleaned in many years. &nbsp;The teams found discarded televisions, computers, a dishwasher, bicycles and other refuse. &nbsp;</div>
<div>&nbsp;</div>
<div>Much of the garbage had to be loaded onto skiffs for removal by water because of the terrain&rsquo;s inaccessibility.&nbsp;</div>
<div>&nbsp;</div>
<div>Teams took their collected garbage to a central dumping point, where the waste was sorted into recycling piles.</div>
<div>&nbsp;</div>
<div>The teams worked for more than six hours and collected more than 300 pounds of refuse. &nbsp;</div>
<div>&nbsp;</div>
<div>&ldquo;It was great to help out and bring some much needed manpower and expertise to the day&rsquo;s efforts,&rdquo; said Capt. Linda Zimmerman, the squadron&rsquo;s emergency services officer, who served as the liaison between the La Crosse Composite teams and WisCorps project managers.</div>

<div>ALABAMA &ndash; The Redstone Composite Squadron recently held an open house to promote the unit and Civil Air Patrol and to attract potential new members, with cadets predominantly coordinating the event.</div>

<div>Cadet Maj. Catherine Guthrie, who supervised her fellow cadets&rsquo; efforts, called the open house &quot;a good opportunity for the cadets to learn how to recruit.&rdquo;&nbsp;</div>

<div>&ldquo;Overall, we generated a lot of interest in the squadron and hopefully gained three to five prospective cadets,&quot; Guthrie said.&nbsp;</div>

<div>KANSAS &ndash; Members of the Topeka Eagle Composite Squadron spent a Saturday morning scattering their share of 10,000-12,000 candy and plastic eggs on the lawn of Cedar Crest, Kansas&rsquo; gubernatorial residence, for the 38th annual Governor&rsquo;s Easter Egg Hunt.</div>
<div>&nbsp;</div>
<div>Given the threat of bad weather, the Civil Air Patrol contingent &ndash; 1st Lt. Christine Settanni and her son, Cadet Airman Dominic Settanni , and daughter, Ecclesia, along with Cadet Senior Airman Kyle Nicholson &ndash; waited with Kansas Army National Guard soldiers and other volunteers for a decision on whether to proceed. A little after nine a.m., organizers decided to go ahead with the hunt.</div>
<div>&nbsp;</div>
<div>The Settannis and Nicholson helped load a pickup with plastic containers containing brightly colored plastic eggs and baskets of wrapped candy eggs, then walked behind the vehicle to their assigned area. There they went to work, spreading eggs throughout the vicinity.&nbsp;</div>
<div>&nbsp;</div>
<div>&ldquo;It was harder than I thought that it was going to be,&rdquo; said Lt. Settanni, the Topeka squadron&rsquo;s officer for finance and for testing. &ldquo;We had so many eggs, and I did not want to put them all into one big pile, but to spread them out without stepping on them.&rdquo;</div>
<div>&nbsp;</div>
<div>While they were scattering the eggs, the members had a chance to meet Gov. Sam Brownback and with on-air personality Marlena Adkison of 106.9 Country Legends, KTPK, FM, as well as Reggie the Roadrunner, mascot for the North American Hockey League&rsquo;s Topeka RoadRunners.</div>
<div>&nbsp;</div>
<div>As Mary Brownback, the state&rsquo;s first lady, counted down from 10 to 1, a National Guard howitzer fired the starting signal and the hunt was on. Within about 10 minutes all the eggs were collected, and with their baskets full, children and parents headed toward the buses that would take them back to their cars and then home.</div>
<div>&nbsp;</div>
<div>&ldquo;This is more fun than I thought it was going to be,&rdquo; Nicholson said. &ldquo;I am already looking forward to next year.&rdquo;</div>

<div>MINNESOTA &ndash; The St. Cloud Composite Squadron Color Guard took to the ice to present the colors for the opening of the 2013 St. Cloud Figure Skating Ice Show.</div>
<div>&nbsp;</div>
<div>The show annually draws a large crowd to the community&rsquo;s Municipal Athletic Complex, and the squadron&rsquo;s color guard has been asked to do the honors for the last 10 years because of the cadets&rsquo; &nbsp;professionalism.</div>
<div>&nbsp;</div>
<div>&ldquo;It was a true honor to be part of this event,&rdquo; said Maj. Larry Smith, the St. Cloud squadron&rsquo;s commander, adding, &ldquo;I&rsquo;m proud of each member for the time and dedication they put into being color guard members.&rdquo;</div>

			<title>Former N.Y. county executive, state Supreme Court justice recalled as CAP member, friend</title>

Today, I said good-by to an old friend.</p>
<p>He was an aviator, a manager, a lawyer, a justice of the state Supreme Court. He was also a soldier, an Air Force navigator, a naval officer, a judge advocate general and a former Civil Air Patrol cadet and senior member, who served as an adviser to CAP leadership at various levels.<br />
&nbsp;<br />
Andrew P. O&rsquo;Rourke started his service to his country in 1948 when he joined CAP as a cadet in the New York Wing&rsquo;s Manhattan Squadron No. 3. He completed the cadet training program, earning the certificate of proficiency signed by the U.S. Air Force chief of staff and having the distinction of being a cadet colonel and commander of both national and international Drill teams, winning recognition for the U.S. against both the British and Canadian Air Cadet Teams.</p>
<p>He earned his private pilot license as a cadet. He joined the 165th Infantry (the old 69th) New York National Guard before he was of age and was honorably discharged after the Guard was mobilized for combat in Korea .<br />
&nbsp;<br />
Still maintaining his CAP cadet activities, he went on to Fordham University and was the Distinguished&nbsp; Military Cadet in Air Force ROTC, receiving a regular commission. He then went onto service as a navigator and Air Force instructor. He flew for the Military Air Transport Service and studied law at night.<br />
&nbsp;<br />
When he earned his law degree he applied for the Air Force JAG program, but he was turned down because the Air Force needed his skills as a navigator.</p>
<p>After serious thought, O&rsquo;Rourke, a veteran of 8&frac12; years of&nbsp; service as a navigator with almost 3,000 hours of flight time, resigned his regular Air Force commission&rsquo;<br />
&nbsp;<br />
He soon became a Navy Reserve officer as an aviation observer and was transferred to the Navy&rsquo;s JAG Corps. He spent the next 30 years in various reserve and active-duty assignments, including the USS Nimitz, Naval Support Activity Naples, the Federal Emergency Management Agency, Readiness Command II, the Navy Reserve Policy Board and the Office of the Secretary of Defense. He continued to serve in the Navy Reserve and then, after retiring as a captain, in the New York Naval Militia<br />
&nbsp;<br />
During these years he also sought and was elected to political office, representing part of Yonkers as a member of the Westchester County Board of Supervisors.</p>
<p>That was my introduction to Andy O&rsquo;Rourke, for my uncle, Al Moczydlowski, was an elected councilman in Yonkers, and they worked together for their district or ward.<br />
&nbsp;<br />
Andy went on to become a member and then vice chairman of the County Board of Legislators, eventually becoming chairman, and then was elected county executive.</p>
<p>He maintained contact with and support for the local CAP unit and the New York Wing. He was instrumental in a reorganization of the county airport and various county facilities.</p>
<p>CAP squadrons, a New York Wing group and finally Wing Headquarters found practical facilities available because of the support of the county executive.<br />
&nbsp;<br />
&nbsp;After retirement as county executive, he went on to run for governor and was appointed a state Supreme Court justice.<br />
&nbsp;<br />
He also continued to serve in the New York Naval Militia, becoming judge advocate general and was finally retired as a vice admiral. Not bad for a poor kid from New Jersey and New York City who wanted to fly and joined the CAP cadets at 14 years of age.<br />
&nbsp;<br />
Our friend has now gone on &hellip; He wanted to fly.&nbsp;</p>
<p>I think he will still be doing that.<br />
